About Dr Frank Burns
I earned my medical degree in 1986 at the University of Missouri in Columbia, Missouri, but I have lived in Louisville since that time. I completed an internship, residency, and two-year postdoctoral research fellowship in corneal disease at the University of Louisville in 1992 and I have been in private practice since then. I am certified by the American Board of Ophthalmology. I am also a Fellow of the American Society of Cataract and Refractive Surgeons and the American Academy of Ophthalmology, and I am a founding member of the Suburban Excimer Laser Center, PLLC.
I have treated many patients and their families since starting my practice, but the care I provide and the concern I have for my patients has never changed. I want you to keep and enjoy the best vision you can for the rest of your life.

My eye health and vision have been quite good, other than nearsightedness, despite having oddly-formed optic nerves. Dr. Burns has respected my request, that he under-prescribe for corrective lenses, to encourage my eyes to exercise in focusing on distant objects. Over time, my nearsightedness has gradually improved. Dr. Burns makes periodic assessments of my optic nerves.”

What kind of training do technicians have?
Most Certified Ophthalmic Assistants (COAs) and Certified Ophthalmic Technicians (COTs) are trained on the job with an ophthalmologist. You must work with an ophthalmologist a required number of hours and then pass a written exam with an accredited company to become certified. We’re proud to say that all of our technicians are certified.

Practice Manager, Certified Ophthalmic Assistant
Nicki has been in the ophthalmology field for 16 plus years. She has worked with Dr. Frank Burns for 15 years, 6 of those years as his practice manager after working in all areas of the practice. She believes that well trained staff members with great personalities are essential to building a great team. Nicki makes sure everything is organized within the office so every patient visit is efficient and thorough.
Debbie Tharp, COA
Surgery Coordinator, Asst. Office Manager
Debbie brings more than 20 years of ophthalmology experience to our practice. We rely on her clinical background, her passion for educating patients on their surgery choices and her dedication. Debbie explains each patient’s customized cataract or LASIK surgery process with patience and professionalism.
Certified Ophthalmic Assistant, Certified Scribe
Amanda has been an essential team member for 2 years now. Whether she is performing diagnostic tests, providing patient care, or refracting for glasses, she is always there to make sure the patient’s expectations are met. Amanda is always willing to help other coworkers with any task. She has been a great addition to our office.
Tara Sanders, COA
Lead Technician, LASIK Coordinator
Tara brings a wealth of knowledge to our team. She has worked in our office for over 5 years, but has over 8 years of experience in ophthalmology. Tara specializes in contact lens fitting and is our lead technician. She works side by side with Dr. Burns to make sure every patient exam is efficient and thorough. Her ability to organize processes has been very helpful to our team.

Lynne is the first person you meet when arriving to our office. Her pleasant personality makes you feel welcome and comfortable immediately. Lynne is very organized and dedicated to making every patient have a great experience.
Patient Service Specialist, Billing Specialist
For patients calling with insurance or billing questions, Kitty is who you want to speak to. She has worked in billing for over 20 years. Kitty loves a challenge and is able to find an answer to almost all of your billing questions.
Patient Service Specialist, Front Desk Receptionist
Tammy is one of the friendly voices you hear when calling our office. Whether you are calling to schedule an appointment or have general questions, Tammy will be able to direct you to the right team member. She takes pride in getting to know our patients over the phone in order to make sure everything is satisfactory with your upcoming visit or previous visit.
Certified Surgical Technician
Jordan began working with Dr. Burns in his office in 2017 but has assisted him in surgery at Dupont Surgery Center for many years. Her years of experience and attention to detail make her a great asset to our team. Jordan’s care and compassion for all our patients is what makes her a great office technician and surgical technician. She believes that the patient should always come first

Amanda Vittitow has over 15 years of experience in ophthalmology. She is always willing to learn new tasks and assist with any job in the office. Amanda wants to make sure every patient understands their treatment plans and diagnosis. Her years of experience in different ophthalmology specialties makes her a great addition to our team.
Beth has worked as an optician for over 30 years. She enjoys finding the perfect pair of frames for a patient. Beth is always willing to give an honest opinion on the fit, look and size of frames. She wants the patient to have a great experience from start to finish.
