Frank Burns, M.D.

Dr. Frank Burns is an ophthalmologist who earned his medical degree from the University of Missouri-Columbia in 1986. He has lived in Louisville, KY since that time with his wife and fellow medical school classmate, Carolyn D. Burns, M.D. Frank completed an internship, residency, and two-year postdoctoral fellowship in corneal disease at the University of Louisville in 1992. He began private practice in 1992, ultimately establishing a solo ophthalmology practice in 1996. Frank performs refractive cataract surgery and LASIK. He cares for patients with diabetes, glaucoma and macular degeneration. His practice is located in Middletown, KY.

Frank is board certified by the American Board of Ophthalmology. He is a fellow of the American Society of Cataract and Refractive Surgery (ASCRS) and the American Academy of Ophthalmology. He is a founding member of the Suburban Excimer Laser Center, PLLC. Frank has served on multiple committees and has served on numerous Boards including the Greater Louisville Medical Society (GLMS), the Kentucky Medical Association and the Kentucky Academy of Eye Physicians and Surgeons (KAEPS). He is currently the Vice President of the GLMS and President-Elect of KAEPS. He has been involved in legislative activities to help preserve the quality of medical care for patients in Kentucky as Chair of the Policy & Advocacy Team with the GLMS and the Legislative Chair of KAEPS. He has lobbied for improved patient care at the national level and was recently appointed as a member of the Government Relations Committee of ASCRS.

Surgery on Sunday LouisvilleFrank has treated thousands of patients and their families during his medical career. His care and compassion for his patients are of utmost importance. He has volunteered to provide free medical and surgery care for patients in need. He has recently begun participating in the Surgery on Sunday program, a not-for-profit organization that provides outpatient essential surgical services at no cost to uninsured or underinsured individuals. Frank participates in residency education as a volunteer faculty member of the University of Louisville Department of Ophthalmology. Frank and Carolyn enjoy traveling and outdoor activities. Frank is an avid golfer and also enjoys music and plays the saxophone. He and Carolyn have two adult children, Meghan and Christopher.

“As a physician and surgeon, I often see the consequences of patients not having access to quality medical care and especially not having access to surgical procedures due to being uninsured or under-insured. Surgery On Sunday is a non-profit organization based in Louisville, KY that was founded in 2013 which provides outpatient surgical and endoscopic procedures to patients who meet certain financial criteria, have medical need, are symptomatic and/or in a high risk healthcare category (such as family history), and are uninsured or under-insured. The patients that are treated by Surgery On Sunday never see a bill as the physicians, medical and non-clinical support staff provide all services on a volunteer basis. I have started becoming involved with this organization and plan on providing free cataract surgery to patients in need. I have done pro bono cataract surgery in the past on a mission trip and with Senator Rand Paul, who is also an ophthalmologist, and found the experience extremely rewarding. I believe that Surgery On Sunday fills a significant need in our community for people that fall through the cracks of our current medical system. It is a wonderful organization and has a truly meaningful mission.”
